What is so wrong with kids walking to school?

My neighbor is getting harassed by other moms because her daughters walk three blocks to the elementary school. The eldest is 11, and they walk with other kids in a group of about ten kids. It’s a quiet area, and there are crossing guards everywhere. My neighbor wants her girls to get exercise, learn the town, and get some experience in the community.. She also feels the onslaught of to-school drivers is too chaotic to make driving safe. Why is it so wrong her girls walk under these conditions?
