Tradionally I think of advertising as using different venues to convery a message. Advertising agencies help you develop that message and assist you in the selection of the best places to put that message. Over the past 50 plus years those venues would traditionally be TV or Print( newspapers or magazines). As the web emerged, people discovered it as another venue for advertising.
Simple: normal advertising is a waste of money and web advertising is a ******* waste of money.
