Yes but not from OpenOffice. It is called Scribus.
Scribus is an opensource software for desktop publishing but not sure if the file is compatible with Publisher.

No. Chances are, anything from OO will be in lesser quality than Publisher, and if you’re going to try to be a professional, scrimping won’t do the job.
