Here is what i would do if I were in your shoes. Start doing figure competitions, maybe even bikini contests to build your resume. If you do well, they will find you.
Additionally, you could start calling some agencies and ask them if they are looking for fitness models. If so, you are set. If not, ask them who specializes in fitness models.
I would also suggest you email I few fitness competitors to ask them where they got their start. While I know a few places, it is good for you to do some research if it is a line of work you really want to get in.
